given china's ability to mobilize and direct vast resources i have no problem believing that they very well might meet their 20% target. that being said, also given their abysmal track record in the environmental areana almost assures that goal will be met by producing catastrophic levels of environmental damage.
take the three gorges dam across the yangtze river for example. it's a stunning achievement of building prowess and will. it's also destroyed the rivers floodplain, 2 million people at least were displaced in it's building, erosion threatens the dam site itself, toxic algae blooms are expected down river due to flow changes, landslide occurances about the river's changed course have risen in frequency causing tremenous waves of up to 25' of killing power, and many ancient archeological sites are now flooded and lost.
now multiply projects like that to reach the goal. imagine the damage.
nothing's for free. they're not without their own troubles.

Peking [aka Beijing] is getting good at Westernized spin doctoring. Can you say "Olympics"? Now lets go back over the announced 20% emissions reduction and try not to giggle. It isn't only that they have no intention of doing that, it's that they've learned from observation that the West isn't sincere about reductions anyhow. What good gamers those Peking spin doctors are. Huh?

In an aside they announced the main method of achieving this goal will be the burning of political prisoners. One official quizzed on this said "people have more children all of the time." (snark)

Such total BS. Nothing about statistics or info from an official Chinese source has the slightest relation to the truth. This is purely for Western consumption. They are, after all, a violent Communist dictatorship.
