Look, while it's satisfying to lay these ills deservedly at the doorstep of churches and politicians, what is also real here is that scientists didn't have the courage to stand up and demand that religion and politics keep the hell out of the way of legitimate research.

I work at a research university and can speak from experience - many faculty look for funding opportunities where they can, sometimes just doing research because it's "trendy" and will get them money from NSF or get them in a slot in a conference panel.

I'd be in favor of revamping the whole system used for government funding of research in the sciences and humanities, partly to take out the political element but also to even the playing field.

In some cases, I've been involved with grant proposals that were done for projects that should have never been funded, but the institution was guaranteed funding if they submitted "something" because of their name and reputation.

Unfortunately, if you submit a grant application and it gets shot down, in many cases, especially the social sciences or the less funded parts of the biosciences, that's it, you're out of money and out of a job. That was probably the sole source of funding for yourself and an assistant (post doc or grad student). You can stand up to them all you want but you will still lose your funding if the congresscritter puts pressure (ie starts withholding greater funds from the funding agency). Unless you've applied for research grants from the NIH or another federal agency, please stop calling people cowards.
