I would boycott, but seeing as I'm already using a home-built PC theres not much more I can do. That said, I urge everyone who doesn't have the technical skills to build their own computer NOT to buy from Dell or HP. I noticed Apple wasn't on the list (yet) of computer-makers complying with this order. For those of you looking for windows there are not only other coporations to buy from but also small businesses (called OEMs in the tech world), who can often build personally customized machines for the same price (if not cheaper than) as the mass produced ones the big corporations are selling.

I worked for Dell from 2001-2005, it is a dark chapter in my life because I feel that I compromised my business ethics to work there.

If we didn't rely on China to support our spending problem, we could probably find a way to pressure the companies into not complying. Unfortunately, our addiction to low taxes and high spending precludes that.
I lived in Shanghai for five years--I'm going back for a month-long visit in a few weeks to visit the boyfriend that President Obama thinks I should not be allowed to marry--and I have to say that I'm not that worried about this software. The Chinese are very good at getting around government censors. The people that really want information find it. The ones that don't find it are the ones that don't really care anyway.
I have a feeling that it will be effective for a few months, then somebody will find a way around it, and the patch will spread around the country and the software will be useless. China is not like Iran where economic growth has been limited and the benefits of the global economy have been limited to a tiny elite. The Chinese people--the growing middle class--are much more savvy than many in the west give them credit for.
