This and in October-November are the times of year to go to Iraq, the weather is perfect on most days.
This is the kind of thing you can get away with here a few times, but if they start running regular tour groups, bad things will happen.
The problem will be criminal kidnappings more than insurgency, although the two can be related. There is also the problem of Iraqi police and army corruption, where the tourists could be detained at a bad army or police checkpoint and handed over to kidnappers.
The fact that the Iraqi Ministry of Tourism is providing guards may mitigate this risk, but only if they are completely trustworthy.
I've been to a few ancient sites in Iraq, and they are very impressive. The problem is that there are many sites unguarded - I saw bricks with cuniform writing just laying around loose in the dirt by the ton!
